the question if a smuggler can afford/ get a battleship - when he is deeply outcast affilitated is not subject of the outcast factions to decide. - if the smuggler has an outcast ID, IFF and acts outcast... he must be allowed. ( maybe not the dreadnaught as its really "only" sold at corsica, but any other warship in a public system... however if the dreadnaught can be locked out is igiss decission how much he wants freelancer and how much he wants factionlancer )
rejecting cause the origin is a smuggler is judging over someones RP that is by the rules otherwise flawless. - if however he does not act like an outcast captain of a big warship should act "in terms of how much does he serve the purpose of the outcasts" - then it can be shot down.
again, exceptions are what make the game more interesting, and many players have skimmed the very edge of whats acceptable to develope unique and accepted roleplay.
btw. i do not agree with the idea that the warships are produced in a guard system and can be restricted in a public system, too. - it does make sense of course, but puts too much power on guard owners ( order, zoners, img, hessians, bhg etc )
public systems must remain public with all they offer. no matter how messed up some purchse locations are... a guard faction should not have the right to rule over public systems much. slight RP rules are good, deep cuts into the players freedom should be restricted to guard systems only, and not to any adjacent systems that are vanilla.
edit: i am slightly torn there - from what i hear, the registration is really only a registration and not a patronizing or bossing around. - no problem there, but the amount of power claimed is a bit much. even if its in responsible hands.
