2. Allow flexibility for new players to learn slowly and not hit the pavement at a dead run.

Honestly think this is a mistake, as then it can lead to what Spazzy is concerned about. Should just be a small system with jumpholes and if possible information about RP, server rules, etc in space as another way to catch new player's attention to the fact this is a RP server. Should be low impact in my opinion, give them some information, maybe some tips, and a choice then force them into the world of Disco.

EDIT: Actually re-reading your post my response might not apply, not sure.

Think of it as the learning curve needed for players.

This is what came to mind when I stated such.

As someone who plays EVE.. This is 100% accurate and we definitely do not want this! Also I think all we need is a Penn update.
