We seriously need to move starting system away from Liberty. And it should be some neutral place, a Freeport. Cortez isn't nice idea because, new players will go straight to Liberty.

edit: The most left out regions are Kusari and Rheinland, so the good base would be Newport in Sigma 13. It could also develop activity to Sigmas and Omicrons.

This should be done quite some time ago, and change the location periodicaly
