So do the drug dealers holed up in the jungles of Colombia, money, guns, a small army, but no tanks and no way to use them. No refining capability or in house engineers.

There's no real logic behind the current cap ships and guns. Bretonia and Kusari should have new wartime designs, they need and use them because of the war. Outcasts and corsairs and other pirates should have old junk if they have anything at all.

Outcasts and corsairs are in constant battle with each other, and they also have to deal with nomads, phantoms, wilde, and house militaries and police.

Both factions are continously fighting, and that means they have to have the top warships and weapons. Conflict breeds ingenuity.
