It's a great idea, and some players have already undertaken the role. Look for the Camera-Reporter thread, it has lots of stories and stuff in it.

I don't think it should be a faction though, as it would be more suited to a small group. Such a group doesn't need active recruitment, the potential to buy systems and other things that Factions are granted.
