Hell, the Order allied to the Corsairs for their shipbuilding capabilities- if the Outcasts are holding their own against that, don't you think they have to have some stuff going for them?

That's my point, they don't have enough going for them to survive. The current situation isn't based on any realities in the game, it's simply based on looking the other way when it comes to how things should be working out for them.

Also, they can't cut anyone addicted to cardi off without cutting everyone addicted to cartii off, and if they do that their economy collapses, as it will when synthetic carti is developed (which should have happened already).
