Ideally, all that needs to be increased are the yield amounts in the mineable fields. It should be more profitable than trading, but a greater chance of being intercepted by pirates patrolling the fields looking for easy prey.

If it were more profitable than trading, you'd still get plenty of people just buying and selling instead of mining because its less hassle (and less pirates), but a lot of people would also go out mining, but it would be considerably more dangerous since you're sat in one place instead of constantly on the move, with player pirates then having a point to roaming around mineable fields attacking miners.
