Why is the IMG hostile towrds me ?

This happens both with Kusari and Gallia Police IDs. According to my reputation (F8) they are neutral (about -0.15 on my Kusari ship and on my Gallia ship, I don't know, but it's not even negative). According to the wiki the IMG itself should be neutral to both Gallia and Kusari Police .. While encountering IMG ships anywhere they stay white, but as soon as I'm nearing a station the station and the ships turn red. What am I missing here ?
