But according to Kusari Law this is outside of the Zone of Influence, as they only enforce the law between the Honshu jumpgate and the Gas Miner Naha, this will not be between those two points.
Ok...so...by this logic....if it is not in the Kusari lawful ZOI, then it IS in the Rhienland Zone of Influence. The question still applies. The RM could decide to blockade the hole, or GMG. So, even if there are special ID rules, of who you can shoot and why, it is still riskier for a group like IMG or DSE to get into a shooting war with someone over getting in and out. But spazzy answered it, people need to figure it out on their own, and RP consequences will be enforced.
