I'm all in for translating the above mentioned rules ONLY

And guys, Even some people have never heard "Chat" of their lives, translate it

Is equal in english to:
All conversations(chat) on the server must be in English, unless the member(s) of one or some conversation(s)(chat) consent the usage of an other language than English.

(Still the same meaning, but it is much more precise)
