One thing I can assure you: This thing will not be underused at all, at least not from the Vagrant's side. I mean, it's a bit weird to end up in one of the 27 ???-systems most of the time, or having a chance to land in sector 1-3, but it's still incredibly awesome. The recent changes are a bit weird, as it is almost impossible to snatch a snub currently - I'd rather have more charge time and in return have the jump bubble size be between 250 and 500 again - but the satisfaction knowing you can be at any point in space in an instant (almost), and even better, being actually able to finally drive NPC-farming lolwut Ranseurs out of Psi, makes this one of the best additions to the game for a long time to me.
