Just a thought...
I dont really like the thought of
being sanctioned for being out side of a ZOI.
I feel it's too restrictive. And like Andre said...
I thought Corsairs could go anywhere as well.

The thing about this is there is trading...All of those traders would
also be out of ZOI.

We've got OORP, OOC isn't it enough?

If we restrict everyone to their ZOI, there will be no or reduced
interaction between the houses...which is a bad thing.
