How to make official factions better?

I understand what you are trying to do here, but the only way you can do it is by limiting the Indies access to something. No matter if you make something new for the factions or restrict something old, you have to limit the Indies access to it. If you want to encourage faction growth and participation you have to give them some kind of advantages over being an Indie. You have to balance the Indie ability to ignore faction limits, restrictions, and guidelines with something. I see no problem with limiting Indie ship tonnage and trade routes as a balance to thier freedom and lack of other limitations. Factions would have expanded routes, tonnage, and cooperation. Indies would have expanded range, equipment loadouts, and freedom of expression. That sounds fair, doesn't it?
