We live in an age of war. The people of our country are suffering with poverty and loss. Their children who take up arms are tossed between a wave of tragedy then another. Our leaders are weak willed and bodied, lacking in conviction and good intention when they are not short of intelligence.

It is for this reason we, the agents of Tokkeitai, need to execute our duty to utmost perfection. We are the silent guardians of Kusari and her people, nameless, faceless and relentless. It is our duty to show no mercy and bring those who would harm us to justice.

No sacrifice is too great in the pursuit of a peaceful, strong and self-respecting Kusari. No individual is exempt from what is due whether it is a peasant or the emperor, a random acquaintance or even our own person -- we are all dispensable for the good and stability of our nation. It's only through these sacrifices our people will survive these troubed times, and like the ones before us who had taken their turns, it is our time to suffer them with courage and justly serve the proper punishment wherever it is due.

I, Gaikotsu, though lacking the intelligence and ability of illustrious agents who served this country before me, take this duty upon myself and swear to exhaust my life and energy for the well being of our people until I take my last breath and shed the last drop of my blood. I will never stop until I find the last criminal disrupting our stability and root out the corruption that suck the lifeblood of our beloved country. May the Heaven give me no rest until my work is done.
