Sounds like he, doesn't actually have anything installed on the PC at all.

As for it working with the TV, I think he means he can plug his TV into it and get a picture.

My older brother does that with his PC and it works just fine. From memory he uses a HDMI cable, but I'm a little fuzzy on that.
