nomad blaster/ nomad cannon = origin of the nomad war, looted from a "corrupted rheinland fighter" or something. they are not organic... they have a nice twin barrel gunmodel, instead of a blue jellyfish model ( like the capship turrets )
all those that hunt nomads on a regular base as their RP can of course use them. they are for those that like these weapons. they are not everyones choice .. but if someone likes them and their RP works for it... there is no reason why they should not have them.
i do not think that public nomad weapons are for pvp focussed people. they are part of certain parts of sirius - and those that spend their lifes there can use them.

Also, as soon as the weapon "fits" (not talking about meta-gaming fit here, but "RP fitting", as in the infocard saying that they've been adapted for human vessels), anyone who can put their hands on them (people who have crossed paths with Wilde and Nomad ships and lived to tell the tale) would use them.
And let's be honest, people do stupid things and/or are ignorant to certain matters. There was an "accident"/incident here in Brazil a couple of decades ago. A radiotherapy clinic was abandoned and all the equipment was left behind. Years later, squatters and scavengers broke into the building and took the abandoned equipment away. Two men partly dismantled the equipment, finding something that glowed with a deep blue light. As they didn't manage to completely dismantle the thing, they sold it to a junkyard owner, who planned to make his wife a ring out of the strange blue light emitting stuff inside. Two junkyard workers died later, after hammering the thing open; the junkyard owner's brother scraped dust out of the source, spreading it across his house's floor (it was beautiful); his 6-year-old daughter was later buried in a lead casket; eventually the source was re-sold to another junkyard. To cut a long story short, what they were dealing with was Caesium Chloride. When authorities finally figured out what was going on, 100.000 people were checked for radiation contamination, some 250 people were found to have significant amount of radioactive material on their bodies.
Anyway, I don't think individuals would worry about it, but I'd certainly see governments taking measures against the use of these cannons. These were directly taken from Wilde or Nomad ships. Monetary licenses are a joke.
