Yes, expand them, because people should be allowed to do more stuff on the same char, so there is more identification with the char and less anonymity.

You can go literally anywhere, trade with anyone as long as game mechanics allow, because ID restricts only initiation of combat into ZoI, you can only self-defend outside. You are free to develop and advertise your character anywhere you like without having to shoot anything, I sincerely hope that is still managable these days.

Else if you want to shoot things in a certain location, use locals for that.
