I assume this was just an oversight because you did not realize these are two different commodities by the general cargo categorization, and you meant Side Arms. If not, let me know.

Anyway, based on the mentioned recommendation, the EFL Oil and Machinery was granted restricted cargo license for transportation of following commodities in specified systems:

Power Suits (classed under Military Vehicles cargo group) in systems Munich and Frankfurt
Side Arms in systems New Berlin and Frankfurt
