According the the official server rules a Blood Dragon could quite happily fly into that system and kill a under lvl
30 order pilot.

Not saying that is right or even moral but if you take the rules at face value it's allowed and if the systems owners aren't there to protect their system tough anyone who survives the guard can risk flying through it.

Saying that though Guard NPC's should be enough to keep most enemies out and the ruling faction has the right
to chase anyone they want out providing they are there.
