Gallia (and by extension GRI I assume) have friendly relations with Rheinland lawfuls. Why would they want to work with criminals that provide no immediate benefit?

When it comes to Gallia and cooperation with unlawfuls, my belief is that if Gallia is interested in that sort of thing they will be the first party to extend the olive branch.
