Junkers maintain nuetrality on terms of business. We do the dirty work for the major criminal houses (outcasts/corsairs, we smuggle their contraband in core systems), we provide them goods from the black market, and we allow them to dock for repair/rearming at our bases, free of interference from lawfuls.

No criminal faction other than the xenos and hogosha should ever attack a junker, he'd be condemning his entire faction.
