This is to stop miner ID and pirate ID from claiming bounties. Certain factions are allowed specific engagement-rights outside their ZoI, and may not claim bounties. So it does prevent certain situations from arising.
I changed the wording of 4.2 to reflect it.

I changed the wording a bit, but I'd rather have it in a way that doesnt make "shoot that rogue and I will give you 4 million" a rule violation, even if current rules taken strictly make it one. Making that against the rules is really counter-intuitive to players and may cause abuse of the rule. I'll make a list of rules that would be changed/removed in this rules version.

Not sure what "sponsored by" means, and if/how that actually happens.
