Solution for POBs in mining areas: use the "Entered Freeport NFZ" messaging system

In order for mining to work, or indeed any enterprise to function , a company would establish a depot/base/warehouse in order to make the enterprise logistically viable. As a result official faction and pirates alike capitalise on this to make cash for them selves by charging high taxation or fees but giving nothing in return. An example is a law enforcing faction charging tax and fees for a base but not protecting that base from pirates or unlawfuls. It is in their intereset to do so as they rake in free credits. Hard for them to do agreed. I agree that bases should not be built inside or to close to a mining zone but it is very easy to move them. If a PoB builder has built in the wrong place and has been warned then move the base for a huge fee, perhaps removing all bank assets. This may discourgae PoB builders to find their base moved or even relocated upside down. (Makes docking fun)
Anyway I diverse, the current rules seem good. Build in the wrong place and without the correct authority then it dies. Simple. Gives system authorities a function which is why they wanted to be official in the first place.
