Solution for POBs in mining areas: use the "Entered Freeport NFZ" messaging system

When i mine in Kansas..im not noticed piracy of miners impossible, really, even PoB stayed right near of miners. Pirates just blow miners anyway. If people want avoid interactions with pirates, they start do ooRP stuff anyway. All who really want play RP play it. Pirates who want do money camp rich routes.

I mean. Even if you restrict build PoB, it change nothing, this silent miners just was blowned by pirates even when PoB was in 2k from they. And i think, they will continue silent mining even without PoBs.

Update: More problem, i think, we just dont have much of unlawful right in this moment who can do real taxing from miners PoBs. And..no care about solo indie pirates who cannot pirate miners. Solo criminals die fast and cant do nothing big IRL too, its how things flow.
