Improve Presentation of Discovery's Rules

"Name, location and IFF of bases are permanent and can’t be changed after construction."

This is from the old POB rules.

I wonder if it's a rule that IFFs are not allowed to be changed, or if it just remained from the time before a base could have its rep set to that of a certain ship whenever one wants.

Interesting, on practise change of PoBs IFF easy deal, and all do it when buy-sell stations.
Perhaps this is outdated, because all do it when PoBs change owners.
