There is no embarasment caused to any faction by indies flying cap ships.
If cap ships are to be officially made faction only then what purpose do they actually serve in the game?
If they are such a problem then should all be removed for everyone except NPC's, and the game can go back to fighter only.
If they are allowed then they should be allowed for everyone.
Also about the rules, faction made rules are not real rules, they are faction rules usually enforced by oorp bomber whoring on very rare occasions if at all.
Honestly, it seems like the factions have some kind of deep seated resentment of anyone who doesn't want to take orders or have their RP dictated to them by a group they never joined in the first place. No matter what happens to cap ships that "take my orders or else" mentality that we see from 14 year old clan leaders won't go away. If cap ships are removed we'll see "who gave you permission to fly that Stiletto?"
