No. nor were any owned by the Navy technically, so I guess your point is that military factions like the RM don't have any control in RP over cap ships either, that the civilian government has the final say.

However there was a time, when pirates and national conflict were a major problem (as they are in the game) that privately owned warships ruled the waves in the form of privateers and the like.


There is a lot of historical precedence for privately owned warships, and you can bet that if pirates today were as bad as pirates in freelancer that warships would be common among those that had the means and plied the seas.
