Somewhere along the lines we reached the consensus that a general ration of 4:1 should be ideally maintained between Capital ships and Fighter/Bombers; otherwise it could be construed as capwhoring. Not only is that more Battleships than I have ever seen Corsairs online (twice as many, in fact, I've only seen 27 Corsairs on the server at any one time), it is more than a quarter of the server's possible population, hence guaranteeing that under any circumstance, if sixty Legates and Osirises appear above Crete it is automatically capwhoring.
Buddy, the reason the LSF would bother a capship in Liberty is because if they don't automatically recognize it it's probably hostile. In real life there wouldn't BE independent capital ships, and yes, even if you were in a smaller craft you'd be asked what you were doing entering the territorial waters of the Unites States. In fact, if you have any sense you'll file a plan beforehand so you don't get detained...
