Erm, if I remember correctly, the QCRF policy on Capital ships is just a simple registration to know what/who's out there. Doesn't even involve "pvping them on sight". Why didn't you register? Don't tell me because it persecutes independents (Unselie put it out as a carefree form)...
...More likely, you are just being selfish and irrational by declaring all registrations as ridiculous and unfair, and that your characters won't follow anything like that.
Do you have the same quarrels with House laws? How about... Nomad licenses. Those are registrations essentially, what are your thoughts on them? Surely they persecutes independents, because they *shock* have to be registered to legally carry nomad equipment.

My RP for it is that any BAF ship not in the QCRF is under regular Admiralty commands, and as long as they don't do anything ridiculous, I'm fine with them.
