Also the need for Core 1's to make an attack declaration needs to go the way of the dodo.
Edit: furthermore, making a Core1 POB should require either a large credit investment, some form of staff vetting process to prevent stupidity like mining-field POBs, or both, so there aren't 4 bases in every single system in the game.
