Just because you have ZoI there doesn't mean you should participate in the event, especially if your faction isn't listed. So many events with huge potential got undermined by factions having no business being there apart from "my ZoI allows me to". If it's meant for certain factions to encourage their activity specifically, by bringing uninvited ships you're not only stealing their activity but also going against the entire purpose of the event apart from potential lore progression which is player interaction for said factions. I'm not gonna be the one to forbid you from coming, but think about why this event was made. Anyone can make a Council ship for the event, especially with how inflated the economy is with SciData, no pirates and whatnot. Money has never been easier to make.
To not take this out of context, of course if an event is made in a place where a faction has very high presence such as an event in Omicron Alpha excluding Outcasts then the event itself is highly questionable and needs revisiting. Orkney/Gallia? Hardly any factions apart from Gallic ones have influence there. The Outcast base is more like a placeholder that no one ever cared about.
Think about it from Council's PoV. As a BAF you get to raid Leeds, Magellan and Cortez, fight the criminals in Bretonia, Hessians and Corsairs in Omega-3/Cambridge. CR also gets to raid and fight GRN in abovementioned areas with the addition of Taus (although BAF has a ZoI in Taus as well) and Omicron Alpha. Outcasts have the biggest non-generic ZoI in the game and can raid whenever, wherever they want. Can't you suck it up just this once by bringing an actual faction that this event's meant for that's struggling with activity since forever?
BAF was added additionally for this specific reason and because Council needed caps from an active playerbase, and if the Council agreed to it then who am I to argue, but imagine this scenario: I bring my BHG character to Orkney because "I can". I shoot Outcasts, kill them, claim bounties. In an event made for GRN and Council we end up with Bounty Hunters and Outcasts fighting each other. They have no investment in the lore progression or the area where the event's taking place and are directly undermining factions this event's made for.
