No, they may, and only may have a right to restrict what is sold in those systems (and even that isn't clear in the rules).
As long as I have a proper tag and ID for the ship it's perfectly legal to fly it on the server.
Also, registration doesn't help. If a guy buys a cap ship (or anything else) for pvp whoring forcing him to register changes that how, exactly?
As far as pvp whoring cap ships, who really cares? I leave my bretonia battleship parkind in space in front of new london so the QC can blow it up, if you want I'll take my unregistered outcast destroyer and meet you so you can blow it up too.
If I choose to fly any ship on the server I'll do so, with the proper ID, and without permission from any faction.
