What if PoB construction would also start with a required investment of 100mil credits - perhaps in the form of a special commodity or something -, just like core upgrades themselves? You can then siege the remaining few mining field bases and those spamming them would then think twice if they really want to spend more cash on them.

I'm not voting, because I agree with the motive, but disagree with the proposed solution. I'd rather try to look for game mechanic alternatives before turning to more and more rules, especially when we also have reoccuring complaints about too much rules throughout the years.
