I didnt say miners shuld be imune to pirating , just that real/respectfull pirates(read that as: pirate captains) shuld restrict them self from that . Pirate snubs are NOT real pirates/respectfull pirates captains , they are diferent story , they can and shuld attack anything .

Act according to character you choosed , if you are pirate captain , you cant attack any patetic ship you see , it is not fitting ,and if you are pirate snub and do attack anything , dont act like great pirate , becouse you are not , you are just a little more than a scraper/junker.

I , for example , have never attack miner ( or anything small ) in my Pirate Cruiser , and i restricted my self to intercept medium or larger Transports on tradelines . Or i have pirated traders in mining fields thar miners full, while i ignore miners and treat them like insects (as long they dont try anything), like real pirate captain do , they have dignity and certain code of conduct .
( Hegemon miners are exceptions , i treat them as traders .)
