Oh and trying to talk to them in game has had zero effect, that was the last plan that was tried to get things in order, that had a good four month's before it got deemed less effective than a chocolate fireguard. Because the responses were largely, "Lol wut? Noob!"

They are the Guard. At most, the defence council for Outcasts. Mainly for the Omicron-85 system. They have a ZoI over Alpha but their authority ends at the the JH to Alpha. They have no sway over the everyday deals of Outcasts or what ships get sold or made. Especially when the ships are made on Malta.
