Let me start with a note that I hope that when you wrote "defense of pirates" as a purpose for use of your cloaking device, it was just a grammar mistake and you actually meant -against- pirates. Defense of pirates is a criminal act obviously.

Anyway, the Oberkommando of the federal polizei reviewed your request and denied it. Only known and trustworthy individuals or organizations are given permission to use them and you are completely unknown person to us, thus you can not be considered as trustworthy enough to be allowed to use cloaking device in Rheinland space.
