As Implosion said, just because we're Totalitarian doesn't mean we're killing people left and right, or that as a state we're a huge turn-off. The death penalty is saved for enemies, criminals and deserters primarily. As far as immigration is concerned, The Core sucks up the destitute, unwanted, cast out and entrepreneurs who want to strike it rich, and gives them a new calling. The Core also provides an alternative for those who want to abandon the Houses (like Zoners) but don't want to be completely alone and unprotected (TCNS makes for really good PR, even if it is a little bias).
Generally though, once Nauru is finished I'll be (hopefully) introducing a bunch of infocards for the planetary NPCs to add some fluff and provide insight into their lives, how they got to where they are, and I do want to construct some dissonance between what is advertised and the reality. I also want to construct a bunch of people-commodity centric trade routes (when OSC was a thing I originally wanted to set up a tourism route ;-; ) Honestly, the Gov part of our lore/RP does need a revisit from me to help flesh it out a bit more since it's a bit vague, as well as create more consistency. I will also just quickly announce that I've been due to update the lore for over a year now, and with my drive slowly creeping back I'll get to that soon.
