It should be reported. If it doesn't happen again nothing will come of the report, but if this is a pirate that likes to bend the rules this is the first step to reigning him in.
And lawfuls shouldn't be thrusting toward NPC battleship groups during a fight ... but they do.
Listen ... just because an enemy destroyer or cruiser is nearby doesn't mean he's reportable. For all you know. The destroyer or cruiser was just sittin there having a sandwich and you flew too close to him. Heck ... are you gonna report the Rogue Destroyer (NPC base) in New York when a trader flies by it while being pirated?
