I'm sorry. Where did you get this 90% figure from?

They are the Guard. At most, the defence council for Outcasts. Mainly for the Omicron-85 system. They have a ZoI over Alpha but their authority ends at the the JH to Alpha. They have no sway over the everyday deals of Outcasts or what ships get sold or made. Especially when the ships are made on Malta.

I'm afraid that they represent the Outcast Navy, and as such are quite influential. As to what ships get sold or made... have you seen those bar rumours, you know, the ones where it is stated that they build the dreads on Corsica?

Anyways, being the main part of the Maltese Naval Forces, one would think that they have sway over all production of capital class vessels.


Now, if you're RPing well enough, then I support you in your decision to use a capship. I feel that registration should be there to aid in RP. Also, it seems we've needlessly polarized. Registering shouldn't be too difficult if you ARE RPing correctly, and the entire point is to enable more co-operation and RP between indies and established factions. THAT'S what I want to see here. Co-operation. We don't need to get all uppity about factions vs. indies. We need more co-operation. I would suggest that you at least talk to the 101st, if not register. If you were go up to them and tell the what your RP was, in PMs even, then that would be nice. You needn't say "OK, we'll do everything you say." You merely need RP in a mature and responsible manner. That's what this whole issue started as, and I think that it's been blown out of proportion, by factioners and indies alike. Indies are being too defensive and several seem to be refusing anything a factioner even suggests. Some factioners seem to be acting overly aggressive and confrontational, instead of opening private channels of communication with the indies. I think that everyone's extreme attitudes seem to have exacerbated the problem. Now, why don't we all calm down. Both sides need to be willing to initiate communication, as well, not just the indies.
