They are the Guard. At most, the defence council for Outcasts. Mainly for the Omicron-85 system. They have a ZoI over Alpha but their authority ends at the the JH to Alpha. They have no sway over the everyday deals of Outcasts or what ships get sold or made. Especially when the ships are made on Malta.
Okay 90% is probably a guess, but I know most folks concur that the 101st is who makes the law along with the RoS and the BLS who have voiced no complaints over this policy.
Secondly all that the rules state regarding influence is that the 101st are not allowed to restrict access to anything but Omicron-85, for a detailed description of their activities we must go to their faction status, the admin approved document they wrote, and to their recent Faction Status review for consumption by the rest of us, which they posted a couple of months back. Now we can see that in the status review the 101st did start their policy of restricting capital class vessels, all of them. I see not one dissenting voice to that claim. They actually toned it down when they reposted their faction status after the community had commented on it. Still no dissenting voices. So this is all coming to light now nearly two months after it had been declared all well and good?
Finally I can agree with Adamantine. I'm tired and probably taking this thing a little too seriously. Akumabito I ask that you step back and really think about what it is this registration represents.
It's one of three things.
1) A solid attempt to get RP going with capital ships
2) A misguided and possibly futile attempt to get RP going with capital ships
3) A conspiracy by the factions to kill off all indies so we can have all the power.
