The Admiral of the defence fleet does have a right to know. I am pretty sure that in the Royal Navy, for instance, given a few minutes, anyone with any rank worth mentioning could list every ship of size that they have on the sea quite easily.

Correction: Commander of the only facility capable of prodcuing the Outcast Destroyer, Battleship, and Dreadnought, in Sirius. I'm fairly well inclined to declare myself His Supreme Uberness of All Outcastdom at this point, just so I can invoke unilateral powers, but I think I'll hold off for now because I actually have some respect for people who try to form new Outcast factions and play by the local rules...
