Freeport 2 sustained itself and its population by being a midpoint for traders travelling between Texas and Hamburg. The Zoners there would sell supplies, repairs and food to passing ships while lawfuls of both colonies kept the system relatively safe, they also sold spare food to the planets in the neighbouring systems.
Once the Hamburg gate was destroyed and Gallia encroached upon California, Bering became a deadend system with almost zero lawful presence besides a handful of hardened bounty hunters. Gradually the unlawfuls who visited the Freeport became more frequent, the population balance shifted from mostly lawful to decidedly unlawful.
With their main source of income removed and their new visitors less than civil, the majority of the Zoners began to leave for greener biodomes which tipped the scales further until the station was taken over entirely by pirates. Some Zoners who didn't mind the unlawful rule remained aboard while those who resisted were probably thrown out of an airlock, if they were lucky. Now the pirate colours fly (metaphorically speaking) over the Freeport, welcoming every scumbag and crook to a silce of true freedom.
It does raise the question of why the Zoners are attempting to regain control of it, considering the circumstances of the system haven't changed yet.
