I asked both Dr. Hayes and Hex about their inputs on the matter - their experience on the topic is far greater than mine - and they had insights to share that coalesced onto an opinion that I believe to be important to put forward here.
Regarding the Consensus Multiplex construction, we believe it to be important to do so only once the chance for more lives to be endangered is diminished. Ideally, we should starting diplomatic relationships before the actual construction - both to ascertain our safety, but to also give motive for said parties to care about the location.
As a whole, the construction of an outpost such as these represents a strategic asset. It can be used by and towards several goals, and it's these that must be made clear in order to speculation not run rampant. What we propose is to look for common conflicts between the four parties so far encountered - Corsairs, The Order, The Core and the Collective - and find ways to use our installation to work on their favor as well, not only on ours.
Onto the last point. We were talking about how the AI worked and moved together, and Hex came to a reasoning that I'll pass on to you.
Holding the argument that these entities work based on input and output, what have we done to sway their actions? It has been said that their desire to control the Kappa system is systematic - what if we became facilitators? Would they still see an installation as a problem should they have partial influence or access on it? Say, with telemetry or scientists working towards common analysis and information gathering about Kappa?
Taking into consideration what Dr. Holliday has showed us, it's clear that some degree of effort is in order to be spent so relationships can be improved before taking these steps.
I know that most of this may sound naive - specially considering my experience on the topic - but these are diplomatic alternatives to brute forcing a solution.
