I agree Xenos are poor.. in general... even in poorest society there are few rich people who are financing their interests.... So I am presuming there are few rich Xenos who earned their money on black market smuggling and other shady jobs.... So they would finance Xeno attack on Liberty and they would acquire SN for Xeno forces...

[But, speaking from prospective of my Xeno.. I started char with certain amount of money... now i doubled money that i started with only by collecting loot after I killed some lawful pilot .. (CDs, Nukes, Missiles, Trpedos and other things) ... Trust me... I doubled my money... so I am rich Xeno:D]
