The server rules don't restrict cap ships to anyone, either.

If you want to be an oorp pvp whore, I can't stop you, just as you can't stop me from flying my outcast dessie.

I can point out that registering cap ships in no way helps prevent oorp, and that this is far more about a power trip than it is about server oorpness.
