The Pre-Disco Order were never actively involved in the Bloodshed of the houses or their internally warring factions, outside of things such as the Destruction of the Donau among other actions which were more or less for the protection of mankind against the Nomads.

Yes, the Order are a terrorist faction, but they're terrorists for the sake of fighting against the nomads, not being your run-of-the-mill terrorists with a anti-government agenda.
