Ending the Capship Issue(and more)

Why on earth you can't limit this to ships that you actually see acting oorp I don't know.

...because then it wouldn't be preempting it, would it? I already have everybody's name down with the system, if I get a report about somebody doing something grandiosely stupid in one of our ships I instantly have something to communicate our potential displeasure through. What you want me to do is somehow divide the seventeen members of the 101st and however many of the RoS and BLS feel like tagging along into 200-odd people and station them 24/7 in every system in this server and monitor the performance of every single Outcast capital ship in the player database at all times, and drop the hammer the minute any one of them slips. This is just a little bit impracitcal, as you may have discerned by now. Go ahead, try it!
