A system clearly defining the ID limitations in accordance to three distinct categories - what you can do anywhere, what you can do only in your ZoI, what you can't do at all - would have been better, more easily understandable, than what we have now. Just because keeping the current system is more convenient as we don't have to learn new things* doesn't mean it's better in any regard, it'd rather mean people are opposed to changes out of convenience.

*There wouldn't be anything new to learn either way, the content is the same, just better organized.

I'm sad this didn't make it, and I'm sad people don't want new things because of either laziness or misunderstanding.
