OORP Taxing

Id like some clarification on Taxing. Pirates on a few occasions have tryed to Tax me right outside a station or planet which would be hostile to there faction(i.e Stokes(BMM), Planet Leeds (Police Base)). Im wanting to know if im right in assuming that Pirates are way OORP to try and tax anyone outside a base/planet thats hostile to there faction and that i have a "right" to just ignore them and dock until they go away.

Note: By right outside i mean that the station/base should be able to easily shoot them, not that there even near a trade lane when they attempt to tax.

This is a bit of common sense, Pirates should not be looking to attract too much attention.

Sitting outside an enemy base, (especially a planet, let alone a capital planet) would be suicide under slightly more realistic game conditions. Since these conditions are not creatable under the freelancer engine, we must rely on our own common sense.

Don't sit outside a hostile base.... please, its just simple logic, and it throws the gameplay out guys.
