I was pirating at the Pittsburgh trade lane with my Hyena today as Rum.Rogers. (36)

I'd like to ask some questions about the server rules, because I was harassed on both private and system-wide channels by rule quoters. The latter question is more important.

I'd like to ask a question about what to do with rank 50 civilian starfliers. Such "Raji" popped out of the trade lane ahead and explicitly tried to flee and said goodbye after I asked to stop him, disrupting the lane and firing a Wasp. (about half minute delay between the actions).
He stated that I can't loot him, to which I responded that he is going to die if I open fire (I was trying to roleplay).
Side note: someone obviously gave him/her money, I overheard it on system comms...
And so he ended up dead floating in space.
Then I broadcasted a random piratey message for the dead corpse not to return back to the place. (He came from Fort Bush). He ignored that and showed up again. I had to be blunt now and told him to turn around and get out for the obligatory 4 hours while I stay.
He refused quite impolitely with an insult, so I took the effort and removed him out of the skies again. Then I had my private channel full of messages from Leeds to which I could not respond because I was busy. Quite annoying, but we resolved that with no problems, the pilot from Leeds said that he had communicated with Raji and that he was supposed to be leaving. Case closed.

Now the real issue which made me make this post:



After trying to acquire nanobots from 'T-Bone' - an X-Shuttle, I was located by several capital ships. They had a reason to go after me, I won't argue with that. But still ... can they fire a few shots (deadly shots) on any random fighter and then ask it to leave? Not to mention threatening them with sanctions.
